What is the difference between customs duty, VAT and handling fees?
| Charge | What it covers | What to check |
|---|---|---|
| International freight | Moving the parcel along the selected route | Destination, packed weight, dimensions and service |
| Customs duty | A charge on importing goods under the applicable tariff rules | Classification, origin, value and any valid relief |
| Import VAT or another destination tax | A separate destination tax where applicable | Applicable tax rate, taxable amount and whether it was already collected |
| Clearance or handling charge | An operator’s service fee, or a separately applicable official handling charge | Who charges it, its basis and whether it is included in the quote |

A duty threshold is not automatically a VAT threshold. Likewise, a shipping discount does not reduce every destination charge. Ask for an itemized total so you can distinguish a government assessment from a carrier or agent service fee.
Does a Tax Free or tax-inclusive route mean no customs charges?
Treat the label as a route-service description and check the actual terms. It may mean the operator arranges or prepays specified charges; it does not turn a taxable product into a legally exempt import or remove product restrictions.
- Which duties and destination taxes does this exact quote include?
- Are clearance, handling and disbursement fees included or separate?
- Who will act as declarant, and who pays if another charge is assessed?
- What proof of prepaid tax or duty will be available if the carrier asks?
Keep the route quote and payment breakdown. If a later bill appears to repeat a prepaid charge, ask the operator to identify the assessment before assuming it is either correct or a duplicate.
What should I check for the US, UK and EU?
Country checkpoints for 17 October 2026 are below. Use the rules applicable to the actual import and shipment arrangement, rather than an old screenshot or a threshold quoted without context.
| Destination | Important checkpoint | Before shipping |
|---|---|---|
| United States | The general duty-free de minimis treatment for low-value shipments remains suspended, subject to limited exceptions. Being below $800 is not an automatic exemption. | Confirm the entry method, origin, classification and charges with the carrier or declarant; postal and non-postal procedures can differ. |
| Great Britain: England, Scotland and Wales | For ordinary purchased non-excise goods, consignments of £135 or less generally have VAT collected at sale and no Customs Duty. Higher values can involve import VAT and duty. | Check the whole consignment, invoice and tax collection. Northern Ireland has separate rules. |
| European Union | For qualifying distance-sales consignments up to €150, a temporary €3 duty applies under the rules introduced on 1 July 2026. VAT remains a separate consideration. | Check eligibility and declaration lines. The unit is based on customs item classification, not simply each physical piece or one flat charge for every parcel. |

There is no single EU VAT percentage for every destination and product. Product-specific, preferential and other special treatments can also change the assessment. Use the applicable official guidance and a parcel-specific breakdown before paying.
What documents should I keep for customs clearance?
- Invoice or order details identifying the products, quantities, selected options and prices.
- Proof of the actual payment and any discounts reflected in that payment.
- Shipping, insurance and separately charged service amounts where relevant.
- Parcel number, recipient details and the latest carrier notice.
- Accurate material, intended-use or battery and liquid details if the carrier requests them.
Provide a specific product description and the correct value. Buying an item for personal use does not make it a customs gift. Do not mark a purchase as a gift, understate its value or invent a classification to seek a lower charge. If a code is unclear, ask the declarant to confirm it from the actual product information.
What should I do if tracking says customs clearance or held by customs?
| What you see | What to do |
|---|---|
| Clearance in progress, with no request | Check carrier tracking and service notices. A clearance scan alone does not establish seizure. |
| Invoice or payment evidence requested | Confirm the request through the carrier’s verified channel and supply the documents by its deadline. |
| Duty, tax or fee payment requested | Ask for the breakdown, compare prepaid amounts and verify the payment channel before paying. |
| Formal detention or seizure notice | Read the issuing authority’s instructions, reference and response deadline. Contact that authority about the notice. |

Start a location enquiry with the carrier and provide the parcel reference and latest event. Keep the seller or shipping operator involved when records are missing. Customs does not operate the carrier’s tracking service, and repeated tracking scans are not a reliable way to determine a legal outcome.
How can I estimate the complete delivered cost?
| Component | Assumed amount |
|---|---|
| Selected goods | $100 |
| International shipping | $30 |
| Duties and taxes not already prepaid | $12 |
| Separate handling charge | $5 |
| Total with these assumptions | $147 |

The $12 is an assumed assessed amount, not a 12% tax rule for the US, UK or EU. Replace each line with your current quote or assessment. Do not add tax twice if it is already included, and keep extra charges as unknown until the operator confirms them.
Does paying duty guarantee that a product will be released?
No. Product restrictions, safety requirements and intellectual-property controls are separate from the amount of tax paid. Check eligibility before purchase, particularly for perfume, liquids, electronics and branded goods. A refund of a product price also does not automatically settle a separate customs or carrier charge.
Check that the contents can enter your destination
A tax calculation does not establish import permission. Review the exact materials, liquids or batteries and confirm route acceptance before sending the parcel.
